Personally, I prefer Heal Bell Sylveon as a cleric. It depends on your team. If most of your team members are vulnerable to status condition (physical attacker, wall/tank, fast attacker, then use Heal Bell. Amoomguss is common in UU, so Heal Bell can remove sleep, paralysis. Otherwise use Toxic.
