Does Zoom Lens increase the accuracy of a move or critical hit ratio?

I am so confused. In my Diamond version, it says that Zoom Lens increases critical hit but the websites (except psypoke) says it boosts the accuracy. Someone please tell me which is the truth.

The scope lens (and razor claw) is the one that boosts critical hit chance.
