And what should his last move be?

Fire fang might be a good idea to cover your ice weakness or maybe double edge because of the ability.

Item is a wonderful choice. If you want to be resistant to special atk Ice and Dragon attacks, try to put part of your def or HP EVs into your sp def because shelgon's base def is 2x his sp def base stat.

A physical wall is made entirely to take physical hits.
So special defense isn't realy needed, I would just switch in to my special wall to take the blow in that case.
