What Pokemon have no stat changes in their different formes?

Are Gastrodon and Cherrim the only 2?

No, there are quite a few by my count. I actually have a list I use to keep track of them all for various programming purposes on this site. Here's the list I have:

• Pichu (Spiky-eared form, HGSS-only)
• Unown
• Castform
• Burmy (but the Wormadam forms it evolves into do have different stats to each other)
• Cherrim
• Shellos/Gastrodon
• Arceus (each Plate technically gives it a different form)
• Basculin
• Deerling/Sawsbuck (seasonal forms)
• Keldeo
• Genesect (with Drives)
• Vivillon
• Flabebe/Floette/Florges (except for the unreleased Eternal Flower Floette which has higher stats)
• Furfrou (the various hairstyle "Trims")
• Meowstic (more of a gender difference than form, but they are technically different and have different learnsets)
• Xerneas (Neutral/Active Modes)
• Oricorio
• Alolan Rattata (but not Alolan Raticate)
• Alolan Vulpix (but not Alolan Ninetales)
• Alolan Geodude/Graveler/Golem
• Alolan Grimer/Muk
• Alolan Marowak

Also, the alternate Rotom forms have the same stats as each other, but different to the base form.

Mimickyu doesn't have stat changes between normal and broken form.
Rotom's Appliance forms have the same stats.
The totem Pokémon don't have different stats to their regular species.
Cap and cosplay Pikachu have the same stats.
Spiky Eared Pichu has the same stats.
Unown has the same stats.
Castform has the same stats.
Burmy/Wormadam have the same stats.
Arceus has the same stats.
Silvally has the same stats.
Basculin have the same stats.
Deerling and Sawsbuck have the same stats.
Keldeo has the same stats.
Genesect has the same stats.
Vivillion has the same stats.
Flabébé line has the same stats.
Furfrou has the same stats.
Xerneas has the same stats.
Oricorio has the same stats.
Minior's core formes have the same stats.
Magerna has the same stats.
