How to get ice shard on shellder in Pokémon let’s go?

I was wondering how to get ice shard for my shellder on Pokémon let’s go because all of the shellders I cought were over leveled to learn the move

I think you have to talk to the move reminder. I don't know where he is in LG.

In Let’s Go, you can only catch Shellder as low as level 39 in the wild, so it is impossible to catch one that already has Ice Shard on it. You will have to go to the move reminder located at the Pokémon League to get the move.
