So... I can either have:

AeroSoul (Latios) (M) @ Soul Dew
Ability: Levitate
EVs: 252 HP / 252 SpA / 4 SpD
Modest Nature
IVs: 0 Atk
- Recover
- Dragon Pulse
- Psychic
- Surf

Or I can have:

Latios-Mega (M) @ Latiosite
Ability: Levitate
EVs: 252 HP / 252 SpA / 4 SpD
Modest Nature
IVs: 0 Atk
- Recover
- Dragon Pulse
- Psychic
- Surf

Which moveset gives Lati more power? And does Soul Dew so anything other than boost SpA?

If the Soul Dew is attached to Latios or Latias, the one who has the Soul Dew's Special Attack and Special Defence is increased by 50%. But, by the releases of Pokémon Sun and Moon, it does no longer boosts these stats but they increase the strength of Psychic and Dragon-type moves on Latios and Latias by 20%.
Oh ok. So statistically that Mega Latios is better because Surf is boosted as well?
This is for competitive, right? What format?
I think you should use Latiosite.
Soul Dew, from my experience, is mostly used in BSS (Special Pokémon banned) to avoid wasting a Mega Spot. It was most certainly used more often prior to generation 7, and I don't believe it's nerf was justified, but it isn't completely useless. :P
as of gen 7, soul dew is bad and shouldn't be used on the eon twins. Choice Specs or Leftovers are far superior
Where is the move Luster Purge? Does it get STAB from Latios?
Luster purge does get STAB, but it's weaker than psychic.
Does Psychic get STAB? Either way, Psychic resists against itself to get a Not Very Effective move
Yes, Latios is a Dragon and Psychic type, so Psychic gets STAB. It doesn't matter if Psychic resists itself because the most common Psychic types in Gen 7 OU are Tapu Lele and Mega Latias. You either switch out against Lele since youre hopelessly walled by it, or you use Draco Meteor against Mega Latias if you win the Speed tie or switch if you want to play the Careful game. On an offensive Pokemon, you need all the power you can get, but you need to use that power reliably. Both those moves have 100% accuracy, but Psychic is stronger and doesn't have to rely on hax to be good.

Latiosite is better than Soul Dew in most formats for these reasons:

  • Upon mega evolvong, Latios’s attack stat is boosted by 40 and its special attack is boosted by 30. This makes Mega Latios an effective mixed sweeper, whereas Soul Dew Latios is more one-dimensional.
  • Mega Latios also has higher defense stats, and isn’t as badly threatened by physical attackers. This also allows Latios to use setup moves more reliably.
  • Soul Dew only powers up Latios’s STAB attacks, so it can’t utilize important coverage moves like Earthquake, Ice Beam, and Surf as well as Mega Latios can.
  • If you don’t want to Mega evolve Latios, Choice Scarf is usually better than Soul Dew because of the extra speed it grants.

I would prefer sould dew as that it would boost latios attack stats better than when you mega evolve it and it keeps it's same speed stat so you could get a better mega like medicham or Alakazam for our so it's a win win

Latiosite gives it better defense stats and powers up all of its attacks, most importantly earthquake and ice beam. Soul dew Latios has a harder time dealing with steel or ground opponents.
sumwun? What do you think? I'm assuming that means that Stat-Wise, Latiosite is the better option
Calculations:
252 SpA Blacephalon Shadow Ball vs. 252 HP / 4- SpD Latios-Mega: 278-330 (76.3 - 90.6%) -- guaranteed 2HKO

252 SpA Blacephalon Shadow Ball vs. 0 HP / 0 SpD Alakazam-Mega: 282-332 (112.3 - 132.2%) -- guaranteed OHKO

- Latios Lives it, Alakazam doesn't!
I don't know unless you tell me what format you're playing.
