I didn't see any Generation 4 events when I scrolled down to events.

The only Cyandiquil event here with a Cherish Ball is for Gen 6. The second one is for Gen 3 but it's in a Poké Ball so it doesn't matter. Those are the only Cyandiquil events to ever be made and they were all for Japan. Your answer is no.
