Kyogre in Pokemon Black and White!?

I recently heard from somebody that you can get a Kyogre in Pokemon Black or White. He said it was inside the house where you get your starting Pokemon, on the dresser next to the TV in a poke ball. Was he bluffing or do I need to do something first if this is true?

No, its not true. The only way to get Kyogre on Pokemon Black and White is by using Poke Transfer which you obtain after you beat the Elite 4. It requires two DS' to use and you need D/P/PT or HG/SS to transfer. Hope this helps...
