If I breed a HA nidorino(M) with ditto, can I get the female version with the HA?

Im not saying it's a dupe Fizz, im pointing out that it answers his question. He can only get Nidoran(m) from Nidorino.

Unfortunately, you cannot breed female Nidoran with Nidorino, as you'll only hatch male Nidoran. You'll have to use a female Nidoran, as Nidorina and Nidoqueen cannot breed.
