Why can’t the Tapus and Magearna learn Rest?

Question

It just seems completely illogical to me as to why these Pokemon can’t learn Rest. Others have a reasoning such as the fact it’d be completely useless on Komala or to balance out Regigigas so it doesn’t stall turns for its ability. But with the Tapus and Magearna it just seems totally out of the blue and confusing as to why they can’t.

I guess the Tapus just don’t like sleep. And Magearna is a robot. It doesn’t need sleep. Oh and, the Tapus are supposed to be deities/guardians, so they can’t sleep. But I wouldn’t know for sure. Game Freak logic.

Tapu Koko gets Roost, Fini gets Aqua Ring, Bulu gets Horn Leech and Leech Seed, and Lele gets... Aromatherapy. :P

Even if the Tapus had Rest, they'd also need Sleep Talk or really Good defensive prowess to use it effectively, and Fini is the only one that really matches this. Also, Tapu Koko and Fini's Terrain abilities prevent the sleep status, so they couldn't really utilize it. Also, a lot less Pokémon get the move Rest than you'd think. :P

Because reasons. The Tapus and Magearna are some of only a few Pokemon to not learn Rest and to tell the truth I'm not sure why. For Koko and Fini it'd be totally useless unless they're facing another terrain, and all four of them don't have the best bulk in the world but I can't possibly fathom why Magearna doesn't get it since a Rest Talk set on it could work.

1: The Tapus are gods basically. Have you ever heard of a god taking a nap? 2: Magearna's not technically alive. It has a soul, yes, but it's artificial, so it needs no rest. 3: It's Game Freak, like really. Gastly can learn punch moves with no arms. I type this and realize I sound super condescending, but I'm not trying to be. It's just it's Game Freak.

You say that the Tapus can't learn rest because they are gods, but Dialga, Palkia, Giratina, and Arceus can all learn rest, and they are gods

If you know anything about ancient mythology you would know that most of the time gods and other powerful deities would either sleep or disappear. But also Game Freak doesn't always make the most sensible options when it comes to moves pokemon can learn. I mean Machamp can't learn any of the special punch moves like fire punch but it can learn fire blast and flamethrower.

Ghastly learning punch moves is probably due to Haunter learning them Via TM and many TM moves being egg moves when they were exhaustible. :P

Even if a soul is artificial, that soul is a soul and is therefore alive. I'm pretty sure they addressed that in the Movie Magearna was in, but not absolutely certain. :P

Rest generally isn't a great move unless you have nothing better to put in an item slot than a Chesto Berry or are really bulky and also learn Sleep Talk and 2 moves that are likely to always hit off a lot of damage. :P
