Can I get hitmontop before I become champion?

I think you need to become the champion in order to breed, and you can get Hitmontop only by breeding.

Or you could just trade, but I guess that isn't an option if we're here commenting on this question.

FRLG goes out of its way to make it impossible to get any Pokémon beyond Gen 1 before getting the national dex. You can’t breed, the game will automatically cancel any Pokémon that tries to evolve into a non-Gen 1 Pokémon, and it will even prevent those Pokémon from being traded into the game. Unless you hack it, then no, it’s not possible to get Hitmontop before beating the E4.
