How early can you access Whirl Islands in HGSS?

I want to get a Horsea to evolve it to Kingdra as soon as possible, was wondering if it was possible to get to the Whirl Islands as soon as you get surf or if you need whirlpool

You can visit the Whirl Islands after you complete the 7th gym (in Mahogany Town), and you have teached Whirlpool and Surf to a Pokémon.
