Why won’t the color of my Pokédex change after receiving the national dex in fire red?

In Pokémon Fire Red when I got the national Pokédex from Professor Oak, my Pokédex didn’t change to green. I remember in leaf green I got a green Pokédex after getting the national dex. I thought that I just needed to catch more Pokémon, so I completed the Kanto Pokédex, but the color of the national dex won’t change. So what’s going on? (Note that I am playing on the player’s choice version)

Red -> PokeDex stays Red
Green -> Pokedex becomes Green?

It’s color is based on the game you are playing.
