This set is going to be a bit gimmicky

Arctozolt @ Leftovers / Icy Rock
Ability: Slush Rush / Volt Absorb
Evs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Thunder Wave
- Bolt Beak
- Icicle Crash
- Hail / Rock Tomb / Stone Edge / Low Kick / Stomping Tantrum / Bulldoze

Some people will slowly see it coming together while some people will still be confused, just continue reading.
Moves:

  • Thunder Wave: Hopefully now everybody sees where this is going. It actually has a fair chance of out speeding other pokes and I think that it can outspeed everything slower than electrode
  • Bolt Beak: Since you're gonna outspeed them this is strong
  • Icicle Crash / Ice Punch: Flinch goes nice with outspeeding. Can choose to trade 10% freeze and 10 accuracy for 10BP and 30% flinch chance.
  • Hail / Rock Tomb / Stone Edge / Low Kick / Stomping Tantrum / Bulldoze: Hail to make sure you outspeed everything, Stone edge and rock tomb for coverage. Rock tomb helps with greater speed control. Low kick for coverage. Stomping tantrum for coverage and may have a bit of synergy when icicle crash misses. Bulldoze also is speed control+coverage.

Just paralyse then spam attack ur opponent. Works well with sticky web support. Do not use against electric types or pokes that cannot be paralysed. Ground may be considered as you hv super effective ice STAB.

Brave Nature
- Bolt Beak
- Icicle Crash
- Freeze-Dry
- Low Kick

Look, Arctozolt sucks (even when compared to the other fossils) and Rotom-Frost would probably be better. Take advantage of Bolt Beak's higher power when you can move first. Switch the ability for Slush Rush when it's out.

Alolan Ninetales is a good partner for arctozolt in doubles since it gets snow warning which makes arctozolt very fast if it gets slush rush, it is better than dracozolt in this case because even though it can get doubled speed in the sandstorm, dracozolt is not a rock, ground or steel type so it will slowly take damage from the sandstorm unlike arctozolt in the hail

National Dex Monotype (Ice)

Arctozolt @ Heavy-Duty Boots
Ability: Slush Rush
EVs: 252 Atk / 4 SpA / 252 Spe
Naive Nature
- Bolt Beak
- Freeze-Dry
- Low Kick
- Substitute

Arctozolt is used as a hail abuser on ice mono teams. Bolt Beak is a powerful electric STAB move when you move first and works well with Slush Rush. Freeze Dry is for Ice STAB that targets water/ground types like Swampert / Mega Swampert, Seismitoad, and Gastrodon. Low Kick provides coverage against heavy Pokemon like Tyranitar, Kyurem, Mamoswine, and somewhat helps against Ferrothorn, as these Pokemon would otherwise wall you. Substitute works well against slow Pokemon and can allow you to not to get affected from status moves like Toxic.

Adamant Nature

Bolt Beak is for obvious reasons
Icicle Crash for STAB
Low Kick for coverage
Stomping Tantrum for coverage and is better if you missed Icicle Crash

Timid Nature
-Blizzard
-Extrasensory
-Nasty Plot
-Draining Kiss

Snow warning sets hail automatically so I wont have to waste a spot for hail and Icy rock makes the hail last longer so Arctozolt gets to stay fast for longer
Blizzard is for very strong STAB and never misses since hail is up
Extrasensory for coverage
Nasty Plot for setting up
Draining kiss for very good healing especially after Nasty Plot is setted up

Now that Crown Tundra is out, the Ability Patch has been released, meaning we can do a moveset like this:

Arctozolt @ Choice Band
Ability: Slush Rush
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant / Jolly Nature
- Bolt Beak
- Icicle Crash
- Stone Edge
- Low Kick

This set is to take advantage of its HA, Slush Rush. Bolt Beak is STAB and when in Hail, could make Dracozolt outspeed Pokemon getting the x2 boost. Icicle Crash is STAB. Stone Edge and Low Kick is for coverage, but when in Hail, you should spam Bolt Beak unless the opposing Pokémon is immune to Bolt Beak.

Arctozolt is quite possibly the best hail abuser on showdown because of its move ‘bolt beak’ paired with slush rush. Rock blast and Icicle spear can take care of several ground and fire types which could otherwise kill Arctozolt. The only dual type which could resist Arctozolt is electric/steel, Aka only the magnezone line and togedemaru. The main highlight about this set, or you could say is the gimmick is the move charge. With that, the already powerful bolt beak which could ohko almost any mon in the game if outspending opponents, would get even more powerful. For reference it can even ohko an impish 252 hp 252 def garganacl. Not to mention the sp.def increase from charge will help it tank other mons better. There is however a problem: Ferrothorn which could withstand one charged bolt beak but it still does a lot of damage. You should also Tera type electric to lose the ice typing so you could be neutral to more moves and it can also act as a placeholder for charge incase you can’t set it up. Hope this helps!
