Where can I get Giga Drain and a Water stone in sapphire?

The Water Stone can be found on the Abandoned Ship on Route 108.

The TM for Giga Drain is given to you by a girl on Route 123.

Yes. You can also get a water stone by trading blue shards on Route 124, but blue shards require dive.
