Why does Overheat effect rough skin?

Question

When my brother play Pokemon Emerald. His Pokemon use Overheat to a Carvanha and he got damaged by rough skin.. Why is that?

In Generation III only, AncientPower and Overheat make contact, while Covet, Faint Attack, and Fake Out do not.
