Can you only get gigantamax Pokémon in the late game?

I have been soft resetting a purple g max den for about 1 hour and no G Max Garbodor. I see people get it with ease post game while I, halfway done, seem to only get G Max butterfree and lapras because of promotion. Please help me.

If you want, you can claim prized G-Maxes such as Pikachu, Eevee, Meowth, and even Charizard but only late game.

You need to have 5 stars on your league card, indicating that you can access five star raids. Since Gabodor is a 5% chance 5-Star raid, you will need to progress through the game more.
