Yeah, there are some fast 'mons who can learn Trick Room (though it is useless).

For base speed > 100,

Pokémon (Base Speed)

These are the Fast Pokémons who can learn Trick Room, Calyrex Shadow Rider is obviously the Fastest.

If you want to include Mega Evolutions,

Here, Mega Alakazam ties with Calyrex - Shadow being the fastest Trick Room user.

Source - learnt by TM (Those who can learn by level up don't have good Speed)

There are also some fast mons who can learn Speed Swap.

Pheromosa obviously the Fastest.

'Mons who can learn both of these are:

- Victini (100)
- Swoobat (114)
- Alakazam (120)
- Mega Alakazam (150)
- Calyrex - Shadow (150)

Clearly, Mega Alakazam ties with Calyrex - Shadow being the fastest Trick Room and Speed Swap user.

Edit: The current generation doesn't have Speed Swap TM. Also the only one Pokemon who can learn Speed Swap is Rabsca, whose Speed is just 45

Also refer Moveset Searcher and type these moves for clearer understanding.

The fastest Pokemon that learns Trick Room and Speed Swap is Swoobat at 114 Speed.

So basically, decide if 114 speed is fast for you.
