What does "RNG based" mean?
Need more context. RNG based in regards to what? Just anything in general? If so, yes, every one of the main games has an RNG aspect, and most every one that isn't a main game should be mostly RNG.
Pokémon Games that has the RNG thingy (Chances of getting something uncommon like Shiny Pokémon, Critical Hits, etc.)

Literally every main-series Pokemon game has at least one RNG based aspect of the game. Beyond the overworld aspects, the amount of things that rely on RNG would be like the number of stars in the sky. Even attack damage, to a degree, relies on RNG (and I'm not even referring to crits) - it rolls for a range of damage.
