Can moves with base 60 power or lower stack with technician and other things?

I recently got a shiny scizor with technician & bullet punch, and since bullet punch is base 40 power, it will be boosted due to technician. However, I am confused as to how the power will stack. Plus the STAB and life orb I give it, will technician, STAB, and life orb all stack onto bullet punch or will technician be cancelled out?

Technician's effect is applied before any other external power-boosting effects (except for Dark Aura, Fairy Aura, and Battery prior to Gen VIII), so as long as the move doesn't have an effect that raises its own base power out of Technician's range (e.g. Acrobatics with no held item), Technican will always boost the move's power first before other boosts are applied.
