Is it possible to beat Celadon Gym before Vermillion Gym? (FireRed)?

So I haven't gotten the Vermillion Gym Badge yet (but I have visited Vermillion City) and I've made it to Celadon City. Can I get the 4th gym badge before beating up Lt. Surge?

in generations 1 and 3, yes, absolutely. after beating misty, the choices are yours except koga before blaine and giovanni is always last.

in generation 7, it is a set order going:

brock
misty
lt. surge
Erika
koga
Sabrina
blaine
giovanni/blue

Actually in gen 7 you can go from koga straight to Blaine. I don't know about the others though

I did it. I didn't know that you could do that in the previous games, it just popped in my head that I might be able to do it. I was expecting some sort of roadblock
