If you faint it in distortion world you can go back and catch it in turnback cave.
I think you have to beat the pokemon league first

You do, or Cynthia will make SURE you don't get in by blocking its on the route between the lake and velistone... go into the spring path on -----> of the area, then cynthia will block it, you will return here after exiting the distortion world I think, long time since I played, broke it like a year ago
