Where can you get the DNA splicer in Pokemon Sword?

I have a Reshiram and Kyurem and I am wondering where can I get a DNA Splicer from.

After sending Kyurem to the game from Pokemon HOME, you can get DNA Splicers at the Stow-on-Side Bargain Shop.
