Is Excadrill better as a Spinner/Hazard Setter or Set-Up Sweeper in Gen 8 OU?

Question

I've seen and used both.

Excadrill has Swords Dance, Sand Force/Rush as offensive abilities, an overwhelming base 135 Attack, and excellent offensive typing.

It also has access to Stealth Rocks, Rapid Spin, Iron Defense, and the ability Mold Breaker if you want to make it a Hazard Setter.

So with the current metagame, which is overall better?

Offensive Excadrill seems to do far better in sand. But why not perform both roles in one set? Here are the Smogon sample sets:

Excadrill @ Leftovers
Ability: Mold Breaker
EVs: 4 Atk / 252 SpD / 252 Spe
Jolly Nature
- Earthquake
- Iron Head
- Toxic / Swords Dance
- Stealth Rock / Rapid Spin

Excadrill @ Leftovers
Ability: Sand Rush
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Earthquake
- Iron Head
- Swords Dance
- Rapid Spin

As you can see, Excadrill manages to perform both roles in one set, so why limit yourself to one?
