Can I get a 0 Speed IV by resetting and re catching go park Pokemon?

Let's say I want a zero speed Melmetal for competitive. Can I reset to get the IVs I want.

NOTE: This is only for the speed stat. The other stats are calculated through a specific process.

Yes, you can reset for the Speed IV as well as a nature. Just save before the encounter and you are set. Then reset for your desired result of 0 Speed IVs.
