Which Pokemon learns Hold Back?

Question

I'm assuming it's a gift Pokemon or a special form, because Light of Ruin shows that no Pokemon learns it but Eternal Floette does. So, uh, what Pokemon do learn it?

In Generation 6, there was a Celebi that could learn it, along with all Unovan starters, a Mareep, and a Beldum.

In Generation 7, there was a Munchlax that could learn the move.
