In Red/Blue/Green/Yellow, FireRed/LeafGreen, and Black/White, it is impossible to get multiple Master Balls legitimately. Aside from the one time methods that generally happen during the main storyline, you can get more Master Balls from the in-game lottery.

G/S/C:
>Goldenrod Radio Tower (match all 5 digits in the Lucky Channel)

R/S/E:
>Lilycove Department Store (match all 5 digits in the Pokémon Lottery Corner)

D/P/Pt:
>Jubilife TV (match all 5 digits in the Pokémon Lottery Corner)

HG/SS:
>Goldenrod Radio Tower (match all 5 digits in the Lucky Channel)

B2/W2:
>Join Avenue (grand prize from Raffle Shops)

X/Y:
>Loto-ID Center (match all 5 digits)

OR/AS:
>Pokémon Lottery Corner (match all 5 digits)

S/M, US/UM:
>Loto-ID Center (match 5 digits), Festival Plaza (Lottery shop: Big Dreams first prize)

You can also get a second master ball in Black/White from a man in the Castelia City Pokemon Center, after you've obtained Pokemon with 50 different OTs. Furthermore, Master Balls can also be obtained through event distributions. A list of those is included in the source below.

In normal gameplay, you can only get up to 1 Master Ball. If you participate in events, or hack, you can get more Master Balls. In some Pokemon games, you can pick up Master Balls as rare items.

The maximum capacity of Master Balls you can get in each game would be probably 999. But still, that would require hacking.

Loto-ID once a day in Pokemon Sword and Shield

Playing the lottery at Hau'oli Tourist Center will give a Master Ball if you match 5 numbers. Playing the Big Dreams Lottery in the Festival Plaza will award a Master Ball as the top prize.

It seems that Master Balls are often involved in "Lottery" if you try to get more than one.

When developers code the Loto-ID, they will just program it such in the way that it will generate a random number, which makes it almost impossible to get it. A way to increase the chance is to have Pokemon with completely different IDs, but even with that, it will take about 1 year.

For USUM

There is a higher chance since the game only randomly picks about 6 choices but being specific, but the challenge is to match five numbers.

I actually missed out one of the other ways to get Master Balls from the Festival Plaza, here are both of them:
Playing the lottery at Hau'oli Tourist Center will give a Master Ball if you match 5 numbers.

Playing the Big Dreams Lottery in the Festival Plaza will award a Master Ball as the top prize. Higher stars increases the chances of getting this prize.
