What are the hardest and easiest Pokemon to recruit in the mystery dungeon games?

By hardest and easiest, I mean by recruitment rate. Excluding you, your starter, and 100% rate Pokemon, which Pokemon have the highest recruitment rate? For hardest, it is lowest recruitment rate. However, if multiple Pokemon have a low recruitment rate and a special condition (for example, Kecleon in Explorers of Time/Darkness), then that is the Pokemon. If there are multiple Pokemon for both categories, include them. I want to know this for all games excluding DX.

I'm not too sure what the easiest Pokemon to recruit would be, as going to lower leveled areas such as Mt. Steel or something with pre-evolved Pokemon like Machop(?) and Meditite (with Rare Qualities too if you're playing DX) would make very easy recruits, provided you have the camps. I do know it is possible to recruit Kecleon, but it is ridiculously hard. So for the hardest I'd have to say Kecleon, easiest is probably any basic pre-evolved Pokemon in low level areas.

The hardest Pokémon to recruit is Kecleon (in all games) and the easiest Pokémon to recruit are the fainted Pokémons you encounter in Mystery Dungeon DX.
