What is a good LC moveset for Silicobra?

-Earthquake
-Protect
-Rest

This moveset makes Silicobra a very annoying thing to take down, especially on the Physical Side. Glare is highly important to this set allowing it to Paralyze most things in the Meta, including Diglett, Meinfoo and Vullaby. Protect is to give Silicobra another chance to shrug of any status. Rest restores your HP with a 33% chance to wake up at the end of each turn.

Ability: Sand Spit/Shed Skin
EVs: 36 HP / 180 Atk / 236 Def
Impish Nature
- Poison Tail/Skitter Smack
- Coil
- Glare
- Earthquake

Poison Tail is for grass types as well as skitter smack. Coil is to be more bulky. Glare is to cripple and EQ is for STAB

That EV spread is unviable as EV's work different in LC.  Leftovers is also unviable due to the low HP everything has.  Berry Juice is much better at restoring HP.
