Can I still make a living dex if in SoulSilver if I don’t have HeartGold?

I wanted to make a living dex in SoulSilver however I am not willing to buy HeartGold because I’m poor. So I decided to ask the community if they had and answer.

There are a few Pokemon that you can't get in SS, like Mankey. So you can't complete the Pokedex unless you trade or transfer from gen 3 games.
