Does using a Rare Candy raise Friendship in Generation 2?

I know leveling up in battle raises Friendship in all generations, but does Rare Candy raise Friendship in Gen 2?

The Rare Candy also increases the Pokémon's friendship a little.

So no, not in Gen II.
