How do I find a Pidgey in White Forest?

All I can find are Hoppip, Abra, and Lotad, and Pokémon database says that they all have the same rarity.

You have to have the resident Leo in the Forest. If you don't, it won't appear. If you do, then it's simply a matter of getting lucky until you find it.

I'm pretty sure it's random, and if you don't get him when the residents are rolled for, you can only get him by inviting him over from a Black City.
