Where do you find the Will-O-Wisp TM in Pokemon White?

I really want my Gen V pokemon Walls to learn Will-O-Wisp! Help me!

TM61 (Will-O-Wisp) is found in the Celestial Tower in BW. Go to the second floor and claim TM61 next to the female Pokéfan.

For Jellicent, you could use Scald instead of Will-o-wisp. This way you knock out two moves (STAb and burning) leaving you with more room for type coverage or Recover.
