Several months back I had to sell my switch and its games to pay for rent. I recently was able to get a new one. Is it possible to get my old data back, or have I wasted 400 hours of my life?

Technically, yes you can. You can log into your account from the new switch.

So, if you had online, you can access cloud saves from the account that you have online on.

You don't need online. It says that you just need to login as game freak stores the data in the profile, which is why when you switch profiles you can have different save files.
Well I have done that and my profile is telling me i have about 200(I guess I exaggerated lol) hours in the game but my when I open it it starts me off on a brand new game
Have you bought Nintendo Online when  you had your original console?
yes, and I still have it now
