I'm playing Omega Ruby, and I'm breeding/hatching eggs. While doing so, I sneaked up on a Volbeat just for the heck of it, and I saw it had 3 star potential. This happened before, and I decided to catch it, but I didn't see anything that special about it. It's moveset was Tackle, Double Team, Confuse Ray, and Quick Attack. It holds Bright Powder, it's nature is Mild,ability is Swarm, and characteristic is somewhat vain. Am I missing something? How come this Volbeat and a couple other mons like this have 3 star potential, but other mons with egg moves and such don't?

Doesn’t the 3 star potential mean it has atleast 3 perfect IVs?
Is there a way to check IVs? Me doesn't know :/

Hidden Pokémon can have some number of perfect IVs (that is, IVs set to 31), indicated by the number of stars highlighted under the Potential heading. The number of stars only indicates the number of perfect IVs that the DexNav has forced; unforced IVs may still randomly be 31, resulting in, for instance, a Pokémon with a two-star potential that actually has a third perfect IV. If a Pokémon's potential is three stars, the DexNav will display an exclamation mark next to the stars.

So yes, the potential is determined by the Number of Perfect IV's.
