Does the Cute Charm Glitch work on Bill’s gift Eevee in HG/SS?

I know it doesn’t work on eggs, but I was wondering if I could use it to make Bill’s gift Eevee shiny.

No, it only works on wild encounters. It doesn’t work for gift Pokémon as you don’t encounter them.
