Why can't I find any Shiny Pokemon with the Cute Charm glitch using Jigglypuff?

So a few days ago I started learning how RNG works and I got the cute charm glitch working on platinum following I'm a blisy's guide. I wanted to do it on Soul Silver too: I got the right SID/TID combo (always following this guy's guides) and I also got a shiny totodile but I can't find any shiny Pokemons with a jigglypuff as the first Pokemon in my team. Anyone knows why?

Here's some suggestions to double-check:

• Check your Jigglypuffs ability, make sure it's Cute Charm
• Try catching another Jigglypuff of the opposite gender

It's possible your Jigglypuff doesn't have Cute Charm, or it's the wrong gender, since the Cute Charm glitch has to do with gender, too.

Also note, there's different percentages of shiny chance depending on the TID/SID number, so it's possible you picked a really low-chance ID, or you're just getting unlucky.

It’s worthwhile to note that the Cute Charm glitch doesn’t actually work with gift Pokémon; only random encounters

This is correct. Make sure the gender of your Cute Charm pokemon matches the gender of your starter. I don't know why but I tried with a female cleffa and got nothing, but when I switched to a male Cleffa and had a Male Starter (piplup) this worked for me. I hope this works for you and anyone who tries!
