If not, which games is he in?

Looker appears in Pokemon Platinum and every main series game since, barring HeartGold and SoulSilver, Black 2 and White 2, and Sword and Shield.

Edit: Also doesn't appear in Let's Go, for the people who consider it main series.

Ok, short answer is NO. The other answers are actually incorrect. He does not appear in every game sense Diamond/Pearl. Bulbapedia says he isn’t actually in Pokémon HeartGold/SoulSilver, Black2/White2, and Sword/Shield. Yes, he has been in

• Diamond/Pearl/Platinum
• Black/White
• X/Y
• OmegaRuby/AlphaSapphire
• Sun/Moon
• UltraSun/UltraMoon
• And their is some theory that he appeared in Red/Blue/Yellow on the S.S. Anne as an Easter Egg

But for the first time sense Gen 6, he hasn’t been in a game. But anyway, final answer is

He appears in Platinum, Black and White, X and Y, Omega Ruby/Alpha Sapphire, Sun and Moon, and Ultra Sun/Ultra Moon. He doesn't appear in HeartGold/SoulSilver, Black 2 White 2, Lets go Eevee/Lets go Pikachu, and Sword and Shield. So, he doesn't appear in every game.
