I wanna a Chimchar in Soul sliver. are Chimchars even in the game?

You cannot get Sinnoh starters in Heart Gold or Soul Silver without trading. Sorry. You can get one Kanto starter from Oak in pallet Town after defeating Red, and a Hoenn starter from Steven in Saffron following Red's defeat.

no but you can get the jhoto,kanto, and hoeen starters in the game.
