No, there isn't. Catch rates range between 3, the lowest, and 255, the highest. Examples are Victini (3) and Magikarp (255).

The reason for this is because the way the Masterball works, if the catch rate was less than 3 then the Masterball may not catch the Pokemon!

Nope. The lowest is 3 and is held by three pokemon : BELDUM , METANG , AND METAGROSS
