I have seen people talking about their Pokemons. And sometime they say like "I have a 5iv or 4iv Charizard". What does they really mean to say by 5iv or 4iv?

It is the number of how many perfect ivs a Pokemon have. If someone says 'i have a four iv Charizad', that person means that the lizard has four stats with thirty one ivs. If someone says their mon has perfects ivs, then that means all of the ivs are thirty one
