Would it be functionally the same as rotating, just it also wastes your turn?

In a Rotation Battle, Ally Switch has no effect.

According to Bulbapedia:

Ally Switch causes the user to switch places with the ally opposite to itself, and is an increased-priority move. It will fail if the user is in the middle of the field in a Triple Battle, if the user has no ally opposite it, or if used in a Single Battle, Multi Battle, Rotation Battle, or Horde Encounter.
