Increasing status effects?

Is there any way to increase the likely-hood of a status effect (i.e Burn, freeze) occurring?
(when using a move like ice beam or flamethrower)

The ability Serene Grace will increase the likelihood of secondary effects. Also, combining Water and Fire Pledges will double the likelihood of secondary effects.
