I’m fairly certain that every Pokémon (or atleast one Pokémon from every evolutionary line) besides legendaries can be found there, including starters from every gen.
these Pokemon can be found in the underground right off the bat

The scale of this answer is infeasible on Pokebase. I think it makes the most sense to direct you to Serebii's list of Grand Underground encounters, which is concise and well-formatted.

I still want a list as I don’t like having to scroll so long to find what I’m looking for. I don’t think it would be that hard just to list the Pokemon name, and if it has a special requirement to put it in brackets?

Like

(Area)
- Pokemon name
- Pokemon 2 (after gym badge)

I looked at Bulbapedia and it looks like the list the same thing a billion times
How is scrolling Pokebase any different from scrolling Serebii or Bulbapedia? At worst you can just ctrl + f the keyword you want, yeah?
I use my iPad when playing games to look up what I’m looking for. There’s no crtl+F. It’s a pain in the arse which is why I ask for lists.

PokeBase is also a lot easier for me to see as I can’t really read other sites easily due to excessive data and graphics
Your second point makes sense. But before I hide this, I want to address your first: what browser do you use? I know Safari and Chrome have "find" functions and I'm sure others do too.
You don't need to hide it; it does answer for others, but it's just not quite what I'm looking for. I'll probably type up an answer someday when I get back into BDSP.
