Why won't my honey trees ever find a Pokemon after I slather with honey and wait 6 hours?

Question

I've tried multiple times on multiple trees and have waited at lest six hours. I've also had the trees become inactive because 24 hours have passed and nothing has arrived. I have been unable to find a single Pokemon on the honey trees since release. Is this a glitch? And has anyone else experienced this?

apparently there is only a percent chance a pokemon will appear. you can check via the map I believe.

I forgot I changed my clock for a time based evolution. I'm getting spawns now.
