Why can't I use Strength in Ruby/Sapphire?

Okay so I posted one before this and and I have 6 badges and I am trying to get to the magma hideout but for some reason my strength doesn't work because I don't know any reason and I play on Pokemon ruby

You need to teach a Pokemon the move strength and have it in your party when you interact with a boulder.

You don't need strength to get into the magma hideout.

You do need strength once you're inside Magma Hideout. I suppose it's not clear whether OP is referring to that.

Isn't that only in Emerald? I don't think you need strength in Ruby.

I remember playing through Ruby and only needing it in the Magma Hideout to get an optional item, I can't remember which though.
