I was opening Brilliant Stars, and in my 7th pack I pulled this off card. I’ve never seen anything like this before, and it was in place of an energy card; where energy cards usually are.

What is it, what’s it’s purpose, and how rare is it?

My first guess is that it’s to be a replacement for VStar markers, but this really caught me off guard. I haven’t even heard of this before.

It's just a substitute for the token, apparently. Not very valuable -- checking on eBay, one went for about $1.50 CAD. Lmk if that's enough for an answer.

That card is a substitute for the VSTAR tokens that note whether your V move was already used in the game. They're not particularly valuable -- checking eBay, one of the only ones recently sold went for around $1.50 CAD (~$1.25 USD).

Every pack of cards that has a VSTAR Pokemon will also contain the black VSTAR card pictured above, but not necessarily vice versa. They take the slot of the energy card in the pack, meaning you're not being cheated out of your Rare.

Do you know what the odds would be for when they’re in random packs? I got mine randomly with no VStar
I don't know the exact odds, but they seem to randomly replace an energy card every so often. I would estimate them as being less common without a VSTAR, but not excruciatingly rare. I'll keep looking for more concrete sources though.
