Is Cutiefly or Ribombee in Pokemon Scarlet?

Yes, but not in the base game
Ribombee was added the the Pokémon Scarlet & Violet DLC on September 12th/13th. Cutiefly is available in the first route you arrive at during the daytime.
I understand this is an old question, but Ribombee is in fact in the game now.

No, Ribombee and it’s previous evolution is unobtainable in Scarlet and Violet nor can it be transferred from Pokémon Home
