i was in a battle stadium doulble battle where the opposing tyranitar outsped my regieleki and my scarf kyogre for that matter, scarf???

Can you provide more information? Were there any stat modifiers in play? What moves did each Pokemon use?
Did Tyranitar use Dragon Dance? Was Sticky Web on your side? Was Trick Room active?
Could you please give us a replay? It's probably one of the reasons mentioned above.
oh i feel dumb it did have a scarf and was jolly with no speed changes the whole battle on either side. but my regielki had speed EVs, can jolly scarf t-tar outspeed non-scarf no speed affecting nature with speed EVs regielki without EVs for the tyranitar? PS it cant give a replay since this battle was in pokemon shield not showdown.

It is possible for Tyranitar to outspeed, but not without Speed modifiers.
Tyranitar with Jolly nature, a Scarf, and no Speed EVs reaches 259 speed, and with EVs, 364 speed, both which aren't enough to outspeed Scarf Kyogre (459 speed) and uninvested Regieleki (436 speed). However, with Sticky Web up on your side, Kyogre would reach 306 speed and Regieleki would reach 332 speed, both slower than EVed Tyranitar. Another likely possibility is that the opponent had Tailwind active, which would bring uninvested Tyranitar's speed to 519, faster than Scarf Kyogre and 252 Speed EV non-speed nature Regieleki, which has a speed of 499.

If it was neither of those, Tyranitar must have used a priority move, a teammate used Quash or After You, Trick Room was active, Tyranitar didn't have a Scarf, and used Dragon Dance or Rock Polish to boost it's speed and you didn't remember, or Tyranitar had a priority boosting item.
