Glaive Rush: Attacks from opposing Pokémon during the next turn cannot miss and will inflict double damage.

Ruination: Halves the opponent's HP.

I'm assuming that Ruination is set to do a fixed number, which is probably half of the opponents HP at the time regardless of any secondary effects from moves or abilities, but I'm not 100% sure.

Based on the text given for both moves, Ruination should work exactly like Super Fang.  Such moves will ignore other modifiers when calculating damage.  Only obvious differences are that Super Fang is a physical move that makes contact and is Normal type, while Ruination is a special move that is Dark type, and is only available to the 4 Disaster Legendaries.
